  1. Preheat oven to 400 and line 12 muffin cups with baking cups.
  2. In a medium bowl, mix together flour, sugar, baking powder, salt, milk, oil, and egg. Blend well.
  3. Fold Chocolate Chips into batter.
  4. Fill each muffin cup about 2/3 full, and sprinkle the sugar & brown sugar mixture over the top just before baking. I only sprinkled a little bit on top of each muffin, but it all depends on how much of a crunch you’re looking for.
  5. Bake for 20-22 minutes, serve warm with a little bit of butter.
